On June 9, 2006, the European Parliament and the European Council issued the latest version of machinery directive 2006/42/2 in their official gazette, which is another revised new method directive after the directive. Compared with the current machinery directive 98/37/2, the new directive has undergone great changes in the scope of application, basic health and safety requirements, conformity assessment procedures and market supervision. According to the requirements of the new directive, the directive will enter into force 20 days after its issuance, that is, June 29, 2006. In general, the new directive makes the similar contents in the current directive separate chapters, with a clearer structure and easier to understand, which is helpful for manufacturers, certification bodies, Member States and other relevant parties to understand and apply the contents of the directive.


brief introduction


The new EU Machinery Directive 2006/42/ec will come into force on December 29, 2009 (exception: only portable cassette processing machinery or processing cassettes with extrusion function can be implemented until June 29, 2011), and there is no buffer transition period. According to official documents, a statement in accordance with directive 2006/42/ec can be established only after December 29


Definition of machinery


The machinery described in the machinery directive includes a single machine, an associated group of machinery and replaceable equipment.


1 Machinery


Machinery refers to a device driven by non human or other animal forces, equipped or designed to be equipped with a driving system, composed of several parts, and at least one part can move, and designed to complete a specific purpose; (99% of the production and processing equipment used in the factory belong to the machinery defined here)


2 replaceable equipment replaceable equipment refers to devices that can be installed on mechanical equipment to change or increase mechanical functions. The tool is not input to the replaceable equipment defined here;


3 safety element safety element refers to the element purely used to realize the safety function, which does not affect the function of the machine. If the element fails, it will greatly threaten the safety of the operator, and this element can be circulated separately in the market;


4. Lifting equipment accessories lifting equipment accessories refer to the independent equipment installed between the lifting equipment and the lifted equipment, and the sling and its components belong to the lifting equipment accessories;


5 chain, rope, wire mesh chain and wire mesh refer to the elements mainly used for lifting installed on the lifting equipment or its accessories;


6. Detachable mechanical transmission device detachable mechanical transmission device refers to the transmission device installed between the power source and the driven equipment. If the equipment is equipped with a protective device, the protective device and the device should be regarded as one and cannot be separated;


7 semi finished machinery semi finished machinery refers to equipment that is about to be assembled into a complete machine, but the equipment itself cannot achieve any function. The independent drive system is semi-finished machinery.


Depending on the type of machinery and components, directives other than machinery directives may still apply. Other directives include EMC directive, low voltage directive, simple pressure vessel directive and pressure vessel directive.


Dangerous machinery


Dangerous machinery (machinery falling within the scope of Annex IV of the machinery directive)


The machinery directive 2006/42/ec makes a clear difference between "general machinery" and machinery considered to be particularly dangerous (Annex IV machinery). It is important to distinguish whether your machine is annex IV machinery before proceeding with the steps that comply with the directive specifications.


Dangerous machinery mainly consists of the following:


1 circular saw machine (single blade or multi blade), the following equipment used to process wood and similar wood or meat and similar meat materials:


1.1 circular sawing machine with fixed bed or support, manual feed or removable power feed, and fixed saw blade during cutting;


1.2 circular sawing machine with manually operated reciprocating bed or carriage and fixed saw blade during cutting;


1.3 circular sawing machine with built-in mechanical feeding device, manual loading and unloading, and fixed saw blade during cutting;


1.4 circular saw machine with mechanical movable saw blade, manual loading and unloading, and saw blade movement during cutting;


2. Woodworking plane planer with manual feed;


3. A single-sided planer with built-in mechanical feeding device, manual loading and unloading, and wood processing;


4 band saw, the following equipment used to process wood and similar wood or meat and similar meat materials:


4.1 band sawing machine with fixed or reciprocating bed or support and fixed saw blade during cutting;


4.2 band sawing machine with saw blade mounted on reciprocating moving frame;


5 combined machinery of wood and similar wood material processing machinery listed in Articles 1 to 4 and 7;


6. Manually fed woodworking tenoning machine with multiple tool holders;


7. Manual feeding, vertical wood and similar wood material processing machinery;


8 hand held woodworking chain saw;


9. Adopt the stamping machine for manual loading and unloading metal cold processing, with a moving stroke of more than 6mm and a speed of more than 30mm/s per second, including the bending machine;


10 plastic injection or extrusion molding machinery with manual loading and unloading;


11. Rubber injection or extrusion molding machinery with manual loading and unloading;


12 the following underground operation machinery:


12.1 locomotive and brake driver;


12.2 hydraulic support equipment;


13 manual loading vehicle equipped with compression device and used to collect household garbage;


14. Removable mechanical transmission device and its protective cover;


15 protective cover of removable mechanical transmission device;


16 car lift;


17. Lifting equipment for lifting people or goods with a vertical height of more than 3 meters;


18 hand held cartridge driven nailing equipment and other impact equipment;


19 protective equipment used to detect whether people are exposed to dangerous areas;


20 power driven interlocking protective cover for equipment listed in Article 9, 10 and 11


21 logic unit to ensure safety function;


22 rollover protective structure (ROPS);


23 falling object protection structure (FOPS);


Generally, the dangerous machinery listed above must be subject to EC type examination by the notified body before CE mark can be posted on the product.


Exclusion scope of mechanical order


1. Safety components provided by the original manufacturer of machinery to replace the same components on the machinery;


2 special equipment used in public places or amusement parks;


3. Mechanical equipment specially designed for nuclear power use will cause radioactive material leakage if it fails;


4 weapons, including firearms;


5 transportation equipment listed below:


Tractors for agriculture and forestry covered by directive 2003/37/ec, except for equipment installed on tractors;


Motor vehicles and their trailers covered by directive 70/156/eec, except for mechanical equipment installed on vehicles;


Motorcycles with two or three wheels covered by directive 2002/24/ec, except for the mechanical equipment installed on the motorcycle;


Air, water and rail vehicles, except the mechanical equipment installed on them;


6 ocean going and offshore vessels and equipment installed on them;


7 military and police mechanical equipment;


8. Temporary mechanical equipment installed in the laboratory for scientific research;


9 hoist for mining;


10. Equipment used to move actors during performances;


11 electrical equipment covered by directive 73/23/eec (the latest applicable version of the directive is 2006/95/ec), such as:


Household Electric Appliances;


Audio and video equipment;


Information technology equipment;


Daily office equipment;


Low voltage switch and control equipment;


Motor;


12 high voltage mechanical equipment switches and control equipment listed below;
