Overview of Russian OTTC certification
The full name of Russian vehicle type approval is Одобрениетипатранспортногосредства， Referred to as OTTC or Otts, it is a compulsory certification certificate for motor vehicles in Russia and also a customs market access certificate. OTTC translated into Chinese is the vehicle type approval, a standard of the Russian Federation for the safety, quality and environmental protection of vehicle engines and other auxiliary parts. For Chinese vehicles, Russia only issues 1-year OTTC certificate, not 3-year certificate.
OTTC certificate
Compulsory certification of vehicles has been implemented in Russia since 1992, and it has been listed in Russian national standards. The certification system for mechanical vehicles and trailers has been implemented in Russia since 1998. According to the test results, the vehicle and its components can obtain the type confirmation certificate. All vehicles manufactured in Russia or imported into Russia for more than 6 months are subject to compulsory certification, and their components and spare parts are subject to compulsory certification, or some are subject to compulsory declaration of conformity.
The vehicle type approval belongs to the certificate category of compulsory certification in Russia, and is a kind of Russian GOST-R certificate. Russia has strict requirements on the import certification of vehicles produced in China, which takes a long time, mainly because Russia is a participant of the 1958 Geneva Agreement. Russia began to implement the motor vehicle certification system in 1992, which is still based on the principles, regulations and procedures stipulated in the 1958 Geneva Agreement; However, China has not yet acceded to the Geneva Agreement, so the Russian certification authority does not recognize the relevant certificates issued by the Chinese certification authority, and requires China to issue samples to conduct experiments in local laboratories in Russia according to Russian standards. According to the traffic safety law of Russia and the regulations of the Russian Federation, vehicles and related objects used for transportation shall be subject to compulsory certification.
Handling and obtaining the Russian vehicle approval certificate that proves that the vehicle meets the Russian safety standards is a necessary condition for any vehicle to enter Russia and operate on Russian roads. The government of the Russian Federation confirmed the resolution in the form of legislation on September 10, 2009.
The resolution points out that the Russian Vehicle Approval Certificate OTTC can determine the vehicle type and prove that the vehicle conforms to all Russian safety standards, the specifications of the United Nations Economic Commission for Europe and all gost standards specified in the Technical Specification No. 720 "on the safety of wheeled vehicles".
