 Gost-u Ukrainian certification

According to the relevant regulations of Ukraine, when entering the customs territory of Ukraine, the goods of 1 ~ 24 Categories in the catalogue of international trade commodities must be provided with the certificate of commodity quality issued by the Ukrainian commodity inspection department and the certification certificate of foreign quality certificate.


The Ukrainian authority in charge of the inspection of imported goods is the Ukrainian national standard Metrology Certification Committee. The National Committee for standards and Metrology of Ukraine and 25 standard certification centers in each state are responsible for the inspection and certification of imported goods.


1. There are three import commodity inspection procedures in Ukraine:


Goods must be (Compulsory) certified. According to the regulations of Ukrainian certification standards, more than 100 imported goods must obtain compulsory certification before entering Ukraine and selling in the Ukrainian domestic market, such as telephone program-controlled exchanges, drugs, toys, agricultural products, food, food raw materials, etc. Gifts, exhibits, commodities for humanitarian and technical assistance, inputs of means of production under the statutory funds of enterprises, overseas incoming materials, customs bonded commodities and transit commodities are exempted from compulsory certification;


Non certified goods can be imported and sold as long as they show the commodity inspection certificate of the country where the goods are produced and pass the sampling inspection, such as some light industrial products and food for daily use, some raw material products, etc. Ukraine carries out separate certification of technical equipment products.


For goods exempted from mutual certification, according to the bilateral cooperation agreement signed by Ukraine, if the commodity inspection department of the agreement country has inspected the export goods produced by it and issued a quality certificate, the goods can be exempted from quality certification procedures when entering the customs territory of Ukraine. In April, 1997, China and Ukraine signed the agreement on cooperation between the government of the people's Republic of China and the government of Ukraine on conformity assessment of import and export commodities. After the two sides exchange and recognize the commodity inspection laboratories and commodity lists provided by each other, China's export commodities within the scope of the list can enjoy the treatment of exemption from certification.


Scope of application


The Ukrainian certification system includes most products sold and used in Ukraine:


• mass consumer products, such as food, textiles, cosmetics and toys.


• mechanical and electrical products


• industrial equipment for food, chemicals, oil and gas, construction


• telecommunication products


• transportation


• compared with GOST-R certification of other industrial products, the scope of certification in Ukraine is broader, and the certification period has changed to a certain extent. For example, Ukrainian certification includes telecommunication products, but in Russia, telecommunication products belong to telecommunication type approval and do not belong to the scope of GOST-R certification; The maximum duration of one certification in Ukraine can be up to five years, while the maximum duration of Russian certification is three years.


Type of certification in Ukraine: single batch certification and series certification


1. Single batch certification ----- this certificate is valid for one year and can only be used for one shipment of a certain commodity, that is, a certain type and quantity of products.


2. Series certification ----- its validity is 12 months to 5 years, which is determined by the characteristics of the product and the selected certification type.


3. For certificates valid for one year, sample tests are required. There is no need to audit the production facilities, but it is still necessary for some products (such as food, telecommunications products, etc.).


4. For certificates valid for 2-3 years, sample testing and quality evaluation of the production line must be done.


5. For certificates with a validity of 5 years, the quality management system needs to be identified and samples tested at the same time.
