Malaysia dosh certification

Dosh certification introduction dosh is the abbreviation of the Department of occupational safety and health of Malaysia, which manufactures or exports personal protective equipment (PPE) for use in Malaysia, hearing tests, elevators / escalators / lifts, sandblasting, cranes / hoists, oil pipeline design, non combustible pressure vessels Steam boilers and all other pressure equipment shall be certified by an authorized third-party inspection agency as the "inspection agency" of the Department of occupational safety and health (dosh) for the design, manufacturing and inspection process. Domestic manufacturers can design according to relevant standards of developed countries such as ASME code or BSI code (which must be signed and approved by overseas authorized inspection institutions). At present, the common method is to convert the design drawings, calculations, etc. into ASME standard documents, which can simplify the workload of relevant application for certification.


The details of dosh certification of various products are introduced in detail below


1. Personal protective equipment


According to the occupational safety and health code of 1994, the following seven categories of personal protective equipment must have dosh certification:


1)Respiratory Protection (JKKP HIE/12/2/1) 2)


2)Hearing Protection (JKKP HIE/12/2/2)


3)Eye Protection (JKKP HIE/12/2/3)


4)Hand Protection (JKKP HIE/12/2/4)


5)Foot Protection (JKKP HIE/12/2/5)


6)Body Protection (JKKP HIE/12/2/6)


7)Head Protection (JKKP HIE/12/2/7)


The certificate is valid for five years.


2. Listening test


According to the Malaysian 1989 factory and machinery exposure noise code, employees are forbidden to work in an environment where the noise value exceeds 85dB or the daily noise dose exceeds 0.5.


3. Elevator / escalator / Elevator


According to the 1970 electricity regulations, the design and manufacture of elevators, escalators and lifts need approval. The application process is as follows:

4. Sand blasting


According to Article 5 of the factories and machinery (mineral dust) regulations 1989, sandblasting must be approved by authorized inspectors before use.


5. Design approval of traction machine lifting equipment


Lifting equipment includes electric, diesel, pneumatic or other drives. All non manual traction equipment used for lifting and traction must have an installation license, and the relevant design must be approved by OSHA department.


Lifting equipment is mainly divided into the following four types:

All lifting equipment must be installed by a competent installation company, and the installation company must be registered with OSHA.


Each model of mobile crane, crawler crane, truck mounted crane, injection pile driver, screw crane and mobile lifting platform must obtain dosh certification separately.


6. Pipeline design


In 1992, the Ministry of domestic trade and consumer affairs of Malaysia was authorized to administer the oil safety management act. The 1984 Act stipulates that oil safety management includes the safety of oil transportation, storage, treatment and utilization of oil equipment. In order to ensure the smooth implementation of the law, dosh is entrusted and authorized by the Ministry of health.


The guide is mainly to guide the relevant application process, mainly the installation license of oil pipelines and the operation license of pipelines and large reserve equipment. Such applications are mainly divided into the following four categories:


1) Installation license of PTI oil pipeline


2) Operation permit of PTO oil pipeline


3) Installation license of oil and gas storage equipment


4) Approval of petroleum equipment

7. Non combustion pressure vessels


Dosh certification range design pressure × Pressure vessels with inner diameters less than and greater than 3000psi inch need to apply for Malaysia dosh certification separately.


The following types of non combustion pressure vessels require design approval


a. Air tank


b. Autoclave


c. LPG storage tank


d. Heat exchanger


e. Pressure vessels in petrochemical plants

8. Steam boiler and pressure vessel equipment


According to the factory and machinery regulations of 1967, all steam boilers imported into Malaysia must have a valid certificate of fitness. Before manufacturing, installation and use, steam boilers must have a design registration


The following steam boilers must be registered with dosh


1. Water tube boiler


2. Fire pot boiler


3. Electric boiler


4. Waste heat boiler


Dosh certification process


1. Carry out design review (drawings and calculations) in accordance with the construction specifications approved by dosh (such as ASME code section VIII-1)


2. Review the regulations and technical requirements related to manufacturing, the quality control plan of the manufacturer, etc., and set up inspection points


3. Verify or inspect incoming materials


4. Review the welding process, process qualification records and welder qualification records


5. Review NDT procedures and personnel qualification records


6. Random inspection in the manufacturing process, such as weld assembly inspection, weld back gouging inspection and dimensional inspection


7. Witness NDT or review NDT reports / records


8. Final appearance and dimensional inspection, including internal and external inspection of equipment


9. Review the heat treatment report (if applicable) 10. Witness the final pressure test


11. Review the manufacturer's inspection records and reports


12. Confirm the contents of the nameplate and the installation of the nameplate, and mark the nameplate with the item identification number


13. Issue dosh certification inspection certificate
